Gilmore was born and raised in Richmond, Virginia. He graduated from the University of Virginia in 1971, served three years in the U.S. Army, and graduated the University of Virginia Law School in 1977. He worked as a lawyer for a decade and was elected Virginia Attorney General in 1993. Gilmore served as Chairman of the Republican National Committee from January 2001 to January 2002. He and his wife, Roxane Gatling Gilmore, reside in Richmond and Alexandria, Virginia. They have two sons.
